If we want to get married in a register office i know my partner needs to get a marriage visa but does he need this to get married in a church or can we get married on a vistor visa.

To the extent of my knowledge you apply for a Marriage Visa after you are married for the purpose of residency and work permits.
You can marry based on YOUR residency statues. However, the Church needs to be assured that your partner is not already married and that your marriage would be recognised in his home country - so that is the paperwork you need to sort out. Go and chat to the Vicar and start the procedure as soon as possible because it may take time to arrange.
