Book of Common Prayer 1662

Would you please explain the wording "For be ye well assured that so many as are joined together otherwise than God's Word doth allow, are not joined together by God; neither is their Matrimony lawful."  This would seem to me to be the difference to a civil marriage which does not have the same high standards (due to civil liberties) as a church marriage.
