Civil ceremonies only take place at venues licensed to do them. There is now a wide variety of places that carry such licences and they bring in a Registrar to conduct the ceremony.
An Incumbent (Vicar) is a registrar but we are only licenced for religious ceremonies - in the Church of England it's the service as specified in Common Worship or the more traditional Book of Common Prayer.
